Will doctor’s protest continue after the National Health Insurance Fund starts due payments to practitioners – an answer to this question for FOCUS Radio provided Dr. Lyubomir Kirov, Head of the National Association of General Practitioners in Bulgaria.

Host: Dr. Kirov, what was it you were discussing with the Board of the National Association of General Practitioners. Did you discuss the Government’s measures? Or how protests have been going? How people perceive these protests?
Lyubomir Kirov: Yes, we have been following the situation carefully. As we stated, we cannot trust promises. We want actual action. The fact that some money has been transferred to regional health insurance funds is not sufficient – it is an obligation of NHIF and the Ministry of Finance to perform this in a timely manner and not violate regulation and stir protest action. We want to see the promised amendments to the laws and the financing of the system become a fact within days. We are protesting for our patients as well. We are protesting as regular payers of health insurance instalments and we demand we and out patients receive what we really need. One of our requests is for raising the regulation standards so that we will be able to assign examinations, X-ray scanning, laboratory tests, and consultations for our patients in order to both perform prophylactic examinations and conduct treatment of acute ailments. We demand that the Ordinance on prophylactic examinations be left as it is. Currently there is a draft amendment filed with the Ministry of Healthcare, which will cause chaos and will stop certain examinations making the quality of medical services worse. We insist on knowing what happens with health insurance premiums.
